The State Load Despatch Center is the apex body to ensure integrated operation of the power system in the State of West Bengal in co-ordination with the generating utilities, Distributions licensees, ERLDC and ERPC.
SLDC Howrah, headed by Chief Engineer, carries out the responsibility as conferred by the WBERC and CERC and serves the State by performing the task of monitoring and controlling the State Power system Network under WBSETCL.
SLDC activities can be divided into following categories.
Technical functions
- Round-the-clock monitoring of the state EHT network maintaining
- a) Security
- b) Reliability
- c) and to achieve optimum economy.
- Balancing Load-Generation through proper scheduling.
- Granting proposal for shutdown of network elements as and when required by different licensees to carry out maintenance and augmentation work after detailed network study considering Grid security.
- Load-flow study and analysis and declaration of Total Transfer Capability (TTC) & Available Transfer Capability (ATC) of West Bengal State Transmission Network considering forecasted load/generation data of all the state entities.
- Load-flow study and analysis and declaration of Total Transfer Capability (TTC) & Available Transfer Capability (ATC) of West Bengal State Transmission Network considering forecasted load/generation data of all the state entities.
Commercial functions
- State level Energy Accounting comprising Preparation of FINAL schedules, Processing ABT compliant meter data for each day and subsequently Preparation of Deviation Settlement bills, Preparation of monthly Capacity charge statements and certification of the same, Preparation of variable energy statements and certification, Preparation of Intra-state Reactive Energy Charge bill, Preparation of Transmission Deviation Energy Charge Certificate.
- Granting permission for open access power trading, both bilateral and trading through exchanges, keeping ATC/TTC limits in view.
- Maintaining/Operating the UI pool fund.
- Computation and collection of Transmission charges, SLDC charges, Meter charges etc. as Nodal agency for Intra-State STOA.
Statistical functions
- Providing daily statistical report to CEA, ERPC, ERLDC and other State authorities.
- Different record keeping for daily, monthly and yearly power system report i.r.o---------Unit-wise and total power generated by generating agencies, Total energy demand met, load-shedding and demand potential of distribution licensees and the state as a whole, Maximum demand met and maximum demand potential of distribution licensees and the state as a whole, States share in Central generating stations, Tie-line exchanges, Details of power trading, Any other relevant power system reports
- Generating reports as per Regulatory directives.
- Providing statistical data for future system planning.
Other functions
- Coordinating and organizing different meetings with state entities as well as with ERLDC and ERPC for properly addressing different techno-commercial issues within the state.
- Implementing different directives for statutory bodies like: CERC, WBERC, CEA for secured Grid operation and commercial settlement.
- Acting as a State Agency within the State of West Bengal for giving Accreditation certificate to Renewable Energy Generator to participate in REC mechanism.
